Litigation:
Ronwin v. Shapiro. 657 F.2d 1071 (1981) Retained by State of Arizona Risk Management to defend the Arizona Board of Regents and student editors of the Arizona Law Review (Shapiro) in a libel action brought by Mr. Ronwin in federal district court. Won case on motion to dismiss for lack of jurisdiction under 11th amendment state immunity, upheld on appeal to 9th Circuit.

WRITER: My writing career started in college in 1966 on the staff of the Arizona Daily Wildcat, then as a reporter for the Tucson Citizen in 1967. I have been a newspaper columnist (Daily Territorial) and currently write a column for the Nogales International. I have written numerous editorial page commentaries for newspapers including the Arizona Daily Star. I am also the author of 4 books, and several screenplays. MANAGER: In
addition to running my own law firm from 1978 to 1997, and I served
as City Attorney for the City of
Starting in 2004 and through 2006 I served as Special
Projects Manager, Utilities Director and Public Works Director for the City of
My responsibilities including managing over 100 employees including the Water Department, Wastewater Department, Streets, Sanitation, and Fleet Services. My operating budget was $5 million a year and I also supervised a capital improvement budget of $5 million a year and a separate EPA grant funded project budget $60 million.
